PLEASE HELP me solve this heating puzzle

Thanks in advance to any tips or advice anyone may have.

I have recent bought a central London flat with an extensive radiator system which is fired from a large communal boiler system in the building.

Basically the heating is stuck on, we have no pipework diagrams and have had a plumber in and we can not find the main incoming pipe to our floor of this building. Lots of the radiators are inacessable are built into and under cupboards and walls so i'm assumin someone has fitted a central control system for the incoming heat.

There is a Deviheat 550 thermostat on the wall in the lounge that doesn't seem to have any effect on anything. im assuming this controls an automatic valve on the main incoming heating hot water supply.

Is it possible to trace the wiring in the wall back to the valve?

any tips on howto find the incoming pipework? I will get help from a plumber and carpentar and am prepared to make holes to find this thing but feel i need some sort of plan.

It's getting hot.....pls help!!!

BTW whilst im asking questions!!! Would i be correct in thinking a controllable valve on the incoming hot water system could control the whole system??
