Can we assume that the pressure in your boiler is high and that the relief valve opened and you are assuming that the pressure reducing valve is at fault?

In other words, what is the problem to start with?

Pressure is high almost 40 to 60 psi have reduced by removing water with hose to 30psi. When boiler starts quickly rises 10 psi. Have just replaced expansion tank. How to check prv short of putting gauge in.

Verify that your pressure gauge is accurate. Your relief valve should be open and dumping water if your system is above 30 psi.
