Steam Boiler question

I have a Weil McLain steam boiler furnace in a rental
and the tenant complains that the house is either hot or cold. I replaced the thermostat.

I think they may have played with the water fill switch. It reads 32. Is this too high?

Then feeder is a VX5 programmable water feeder VXT-24.

These people are really stupid!!!

WHAT reads '32' ? The DIP SWITCH setting?

Here's the manual for that programmable feeder:

But whatever the settings on this control, it is unlikely to be the problem with 'too hot or too cold'.
