NTI Legacy 150 firing issue

Hi

I have a 2001 NTI Legacy 150 boiler. I recently had to change the ignitor and in turn the boiler worked fine for a week. Then it stopped working.
I went through a troubleshooting process with NTI and discovered that the Gas Valve Harness plug was not putting out 24 VDC and in turn needed to be replaced. I just replaced & tested that yesterday and it still doesn't fire up.

I have tested the MV1 and I have 24V AC.
I tested the W and I have ONLY 11.3 VAC which is supposed to be 24VAC
Gas is flowing and the gas valve is clicking on & off along with the ignitor glowing red.

The NTI techs are now baffled except for the W wire (fenwal)

Are you getting any error codes from the fenwall ?
