Zone valve problem –Always gets heat

I have baseboard hot water system. 3 zones, one circulator and Taco zone valves. I have no problem getting heat to the zone in question. The problem is that the one zone ALWAYS gets heat when one of the other zones is on. I replaced the head, then the entire valve. It seems like everything worked Ok for two weeks, and now it's back to the same problem. The valve appears to open and close. To test this, I flipped the manual lever up and down on the head, and it moves easy when the thermostat to the zone is turned up all the way and the furnace clicks on, and has resistance on the downward motion when the thermostat temp is down all the way. I thought it might be a wiring problem, but I tested the voltage to the valve and I get 24V only when the thermostat is on for this zone, not the other zones. Any ideas as to what could cause this. Thanks.

P.S. I took the old valve apart after I removed it just for curiosity. It appeared intact, no oxidation or visibly damaged parts.

Has this happened more or less since original installation ?
Sounds like you checked things correctly..
Is the circ pump lifting the valve open ??

Sounds like an odd one!

Can you take some pics of the piping around the boiler and let us have a look?

Is the zone that's always getting heat the highest floor by any chance?
