Radiator barely warm

My boiler is located in my basement and I have four radiators on the main floor of my house. Three of the radiators are working fine, while one of them is barely warm. I've bled the radiator and water comes out, so it's not full of air. Why is just this one radiator not heating up properly?

How are the radiators connected to the system? Are they piped in 'series' ? or on parallel?

It could be an air blockage in the piping as well as the radiator... tell us a little bit more, pics might help if they show how the radiator pipes are coming back to the boiler.

They are connected by piping, but I'm not sure what you mean by "series" and "parallel". Unfortunately, I'm not at home right now, so I can't send pictures right now, but I spoke to someone else that is familiar with radiators also and thought, since the radiator is against an outside wall and under a window, and since it's been really cold here the last week (zero and below), that the pipes might have frozen. Do you think that's possible, especially since the radiator is a little warm. It's not completely cold. Thanks!
