Is my zone valve not opening all the way?

Is my zone valve not opening all the way?

I popped of the zone valve and put on thermostat and saw little gear moving. Assuming it is working, why is no hot water going up to my master bedroom?
I have 4 zone gas boiler each on own thermostat all the other zones are getting heat including another zone on the same upper floor thats giving me the problem. I felt the pipe below the zone valve hot and above the valve the plastic tubing going up is not?

If that is a Taco valve.....it has a manual control lever on it for opening the valve.
Did you try that.

The other issue is there may be air trapped in system.

Yes I tried that and the boiler fired up. But shut down a few minutes later. I did hear alot of bangs/ tings in the baseboard. I tried to bleed the zone but dont know if I did it right, alot of valves/ levers and thingamuchings.
