Weill-McLain water refill help

I have a problem with a 7 year old Weill-McLain oil fired boiler (tankless). There is a normal water level that should be automatically maintained in the system. However, in my system the water often fails to refill. This happens more often during the winter (almost daily). I need to go down to the basement daily to check the tank and manually refill it if necessary.
I have had repair people out and each has told me something different. Generally they blame the previous repair person. The last one suggested that the original install was plumbed wrong. I am concerned that if I forget to check, the water level will go below the safe fill line.

Any thoughts, suggestions?

Is this a steam heat system with a tankless coil domestic hot water system?
Or is this hot water baseboard, or radiators with a tankless coil domestic hot water system?

Can you post some pictures of the system?
