Electric Hot Water Boiler Heats Until Boiling

Hey guys, I have a Chromalox EDB-2 electric hot water boiler for my baseboard heat. There are two zones with 2 thermostats. The problem is that even after the thermostats stop calling for heat and the zone valves have closed, the boiler is still heating the water up to about 240. The only reason I knew this is because I could hear the water boiling in the expansion tank as it is just below my living room. The only way I can shut it down is to pull the breaker and let it sit for 2 or 3 minutes. Then everything goes back to normal. Any thoughts?

Are you skilled at troubleshooting 240VAC high current electrical circuitry?

Do you have and can you read the schematic diagram for the unit?

I know enough to be dangerous, my father is quite skilled however. I was thinking the temp controller doesn't know when to shut off?

Or kill yourself.

I was thinking the temp controller doesn't know when to shut off?
