Vacuum Relief Valve

What are these for (like the Watts N36-M1)? I see they are for vacuum relief on the cold side of water tanks, but why would vacuum build up in a system?

I suppose an example would be when draining a water heater for service...

Wouldn't happen under 'normal' circumstances.
