3 zone heating system , one zone only works when a 2nd zone is on?

I have a 3 zone baseboard gas heating system....
One of the zones will not turn on by itself, but when I turn on another zone in the house, the zone does work. Any thoughts on what the potential issue could be?

The way zone valves work is that the thermostat first opens the valve. The thermostat does not communicate with the boiler directly. When the zone valve opens, there is a switch inside the control head that tell the boiler the valve is open and the boiler will fire and the pump will move the hot water.
The problem with yours seems to be that the valve is opening, but the switch isn't telling the boiler to fire.
The reason you get heat in that zone when another calls is because the valve is already open and hot water will flow.
What make model are the zone valves? It may be an easy DIY fix.
