Boiler buzzing and flame roll out
first of all, what is this thing here with the dials and numbers, and can it be replaced? It's making a really LOUD buzzing noise when on, doesn't stop, and I can hear it from outside it's so loud. Everything works otherwise.
Second, is it normal to see flames shoot out the front of the boiler like this? Can that be easily fixed if not? Thanks!

Yes, something can be found to replace it I'm sure, but I'm doubtful that you'll find an exact repalcement. Looks fairly senior...

SHUT IT OFF! You don't want to burn the house down, do you?

When flames 'roll out' of a boiler it means that the flue gas passages in the boiler are plugged up with rust and debris, OR the flue pipe and/or chimney are plugged up.
If you continue to run that boiler, in addition to FIRE HAZARD you also run the risk of carbon monoxide poisoning and

Please discontinue the use of that appliance NOW!
