D,
The best way I found is lay the radiator down and you'll get more leverage. Big wrench and a lot of muscle.
Sometime you can heat a little but be careful not to crack.
They can be difficult. 24" wrench is a must.
Sometime I laid them down near something where I could stable myself and stood on the wrench making sure you have a good bite.
Once rad is laid down 3lb or bigger sledge on wrench helped also.

Youll have to heat it up and try it with a very big wrench and/or breaker bar...
You may need to cut the plug off flush, drill a hole in it, and cut notches with a sawzall... Then pick it out..

When trying to loosen such a plug, heat just the part of the radiator that the plug screws into, not the plug itself. That will enlarge the threaded female hole, and tend to make the connection looser. Heating the plug will make the connection tighter.
