Slant Fin Victory Gas Boiler Doesnt Shut Off

I have a Slant Fin Victory Gas Boiler (1991) V-120-EP that runs continuously and doesn't shut off even if the thermostat setting inside the house is at 60 and the outside temperature is around 80F.
Even though the boiler runs continuously - the baseboards do not heat up. So I don't understand why it's ON all the time.
It was working fine this past winter turning on and off based on the thermostat setting.

Could someone advise ?

Is the burner firing or is just the circulator pump running?

If the former, this is potentially dangerous. Shut down the manual gas supply to the boiler. The gas valve may be stuck open. I have seen it happen. Call a professional.

Is the thermostat calling for heat?
