Question Hot Water Tank - Pilot Won't Light: Igniter or Thermocouple?

Hi,

I can't seem to light the pilot on my hot water tank, I took out the burner and when I click the "igniter" button I don't see any spark at the end; should I be seeing a spark here? I'm thinking maybe the "igniter" could be bad but from reading online could this also be caused by the "thermocouple" ?

If you don't get a spark.... it's the spark unit.
The thermocouple keeps the gas valve active once the pilot is lit.

I have an AO Smith water heater with the push button spark lighter.
It's intermittent too.
