Post hot water heat zone valve operation

When the thermostat closes the zone valve, does some hot water still get by and keep the baseboard warm or should it shut hot water off completely.
This is in an apartment. I do not have any control over the boiler.

Usually they shut off completely but in an apartment theiy may use valves that do not just to prevent freezing. The baseboard will take some time to cool off. Especially if it is cast iron baseboard or piped with steel pipe.
