Baseboard heater location

The plumber has roughed in the locations for new baseboard heaters. The original baseboards and piping have all been replaced. The new heater layout includes two 3' baseboards in adjoining small (3'X6') closets where there were none before.

Is it common to install heaters in small closets? I can't think of a reason to waste heat there.

I don't think I'd call it wasted.....maybe not needed.
I'm guessing these closets are on outside walls ?
One reason for putting baseboards in there is creating a way to get the plumbing thru the closets without going into the wall
