Unhappy concrete walkway repair

The concrete walkway running behind my garage is sinking and slanting towards the garage. A large amount of water collects in this spot when it rains. I want to remedy this situation as soon as possible, but I'm not quite sure how to go about it. I can tear out the old walkway (it's laid in blocks, like a sidewalk) and put down all new concrete, or I can put concrete on top of the existing walkway to make it level again. I have had people tell me not to put new concrete on top of the old sidewalk because it won't actually bind properly, but others have said it should work just fine. Any suggestions out there?

I think that you can do it either way, but I'm no expert on it by any means.
