pouring new concrete over old

I already know noone recommends this. This is for a garage that has a floor lower than driveway. The floor does have some large cracks in it. Plan on pouring 3 inches over old floor. Plan on putting drains in apron . Is there anything we should do to the old concrete to get a better bond? I have read that plastic should be put down over old concrete. It may help the cracks from telegraphing through. This is an older detached garage. I'm not real concerned about some cracking. Would just like to stop the water from getting into garage. Planned on getting concrete with fiber mesh added.
