cutting approx. 4" diameter hole concrete block for dryer vent

I am looking for some insight on putting a dryer vent through a concrete block wall. What is the best way to cut a clean hole through approx. 4" in diameter through a block wall. I've seen comments on rotary hammer drills. Would these be an appropriate tool or is there a more cost effective way?

Even a basic hammer drill will work for concrete block. It is not nearly so hard as poured concrete. A rotary hammer drill will have you out of there in a few minutes.

Another option is using a standard 1/2" drill motor and a dry diamond bit. This will give you a very clean hole and no spalling on the backside of the hole that will happen with a hammer drill. You can rent bits like this at most rental yards.
