Question Reattaching Loose Shutters in Mortar

My home is brick and just over 40 years old - the exterior wood shutters have been taken off several times for repainting and then replaced (by sub-contractors). Now I have one shutter that is coming loose at the top and has pulled about 6" away from the wall.
It looks like large screws were used in the mortar to hold the shutters in place, and there is a large hole in the mortar where the screw has pulled out. Anybody know what would be the best way to fill that hole and still reattach the shutter securely?

Cool

You can tap an expandable lead anchor into the hole and screw a small lag bolt into it.
