vapor barrier

I am in the process of turning my carport into a garage. I have cut the existing slab to pour a thicker footing for the walls. My plans approved by the city does not call for a vapor barrier between the earth and poured footing. Do I need one and if so what do I use? I am in South Florida so there isn't a problem with the ground freezing.

You don't need a vapor barrier under this garage footing.
