Question Help needed: Concrete Steps

My front concrete steps are in very bad shape and need replacement. That means I should also have the 5 x 6 landing replaced. I had several assessments made. One guy says will rebuild with concrete 3 inches thick. Another wants to re-inforced with iron and mesh. Is that necessary? He wants to pour 5 inches of concrete. My questions: the concrete, how thick? Regular concret or re-inforced? And finally, with some additives, pollymers to make it water proof? Thank you for any help!

Three inches should be plenty for foot traffic. Wire mesh would help with the strength of the pour. Reinforced with fiber gets mixed reviews as far its being better or equal to wire mesh.
