2 1/2" stucco on concrete block wall

We have a 6 x 8 ft. wall of concrete block. Can we put a 2.5" foot diameter circle of foam in the center and stucco up to it 2.5" thick and then remove the circle of foam? What do we need to do to make the stucco stay after the foam is removed? Keep in mind that I live in Arizona where the temperature can reach 120 degrees F in the summer and we sometimes have very heavy rainfall and wind.

If you build a skeleton of wire lath around the core, you should be able to hold the stucco in place just as concrete is held by rebar.
