Exterior concrete foundation from ground up to siding

My concrete foundation walls (exterior) between the ground up to where the siding begins (is there a name for this??) has some detrioration all way around house. There was/is also some type of stucco or some apllication, thicker than paint which has mostly fallen off, covers maybe 30%, some loose, some not. Where it is bare, the concrete is kind of rough and aggregate exposed. A few of the corners also have some concrete broken off a bit more deeply.

I would like to repair and then paint this or whatever is appropriate to make it look nice. How should I proceed?

After removing the failing stucco, you might be able to use this technique to smooth the walls for painting.
