Patching concrete walk

I have a short concrete walk that has been "repaired" before, with pretty significant patching of cracks. Now, those repairs are weathering and the cracks are getting bigger. They have been there a while as the cracks are full of dirt and debris. Can I re-patch the walk and then put stone (maybe flagstone) over the walk for a nicer look? Would this surface be stable enough to support stone? Or am I just delaying the inevitable to digging up and replacing the whole walk?

If the walk is stable enough so as not to move around underfoot, you could install flagstone over it after patching it.
