resurfacing an older concrete porch

I have a structurally sound porch that needs new parging on the vertical face and my question is will a new layer 1" thick on the top, of new parging material, bonded with the white bonding liquid adhere or will it shale off? I live in Southern Ontario and I have two different opinions from different cement men.Thanks

thanks Chris but..

the site does not address cold weather climates so I really can't see a skim coat lasting when it's December. I appreciate the link and effort though.
