Driveway: what material is best value

I need to have a driveway done. Over the last 80 years, Concrete, asphalt, and even brick seem to have been used in multiple places. It is now just a muddy rocky mess. What is the best option for getting to a smooth basketball/bike riding surface for my kids? The driveway is about 40 yards long

1. tear out and lay a new proper stone base, then:
a. concrete?
b. asphalt?
2. Attempt some leveling with Stone over what is already there then:
a. Concrete?
b. Asphalt?

3. Any other suggestions?

1. Tear out and install a proper base
2. Asphalt or concrete depending upon your wallet.
