brick wall,problem,leaking.

I have a problem with my brick wall. The wall was built one year ago and after every rain water drips through mortar. I pointed the wall but it didnít work. I pointed it again I removed one inch mortar between bricks and prepare special mixture (one part Portland cement, six part fine sand and one part Lime) but same problem, water starts dripping after 3-5 minutes through mortar when bricks are still dry. When masonry work was done (outside brick wall inside blocks) between them wasnít installed any membrane. But they say that Portland cement is not as strong (waterproof) as Masonry cement. I used Portland cement because I wanted to keep the color. Any suggestions? What I have to do?

Bricks and mortar aren't waterproof.

Is there a drain installed behind the wall, weep holes or drains in the wall, waterproofing behind the wall? To control water behind a wall requires drainage, such as: gravel, landscaping fabric, maybe drain lines, waterproofing coating on wall.

there are weep holes installed on the bottom of the wall.
