Flaggstone over asphalt?

I have a driveway which wraps around the house to the garage in back. I have trimmed the driveway with a circular saw to make it look like a patio in back and would now like to do something to hide the fact it was once a driveway. Is it possible to lay either flaggstone or brick over the asphalt? It is an old driveway which consists of an 8-12 inch concrete base layer, with 3 different layers of asphalt on top (total thickness at least 16 inches), so it is very stable. I am just wondering if anything would adhere to the asphalt? The top layer is quite weathered as I have been in the house for 4 years and have not re-sealed it. Any information would help greatly. If the asphalt is otherwise clean, mortar should adhere flagstone to it well. With at 16 inch base, it won't shift around.
