Cool Rust Stains on Concrete

I have severe rust stains on my concrete. I have tried phosperic acid and other product from Home Depot "Rust Be Gone", but neither worked. Tried both twice. I want to to re-surface it myself. Will any of the so called stain coating cover these? I want a light color on concrete to keep it cool. Or will a epoxy paint coating work better? I need it non-slip since it my pool deck. I had those resurface contractor give me a quote and they wanted between $15,00 to $30,000!

They have a sand to go in to the paint. I had to add it to the deck stain this year when I did the pool deck here. Oh ya you want a light color for sure.

I was told a stain penetrates into the concrete versus paint that stay on the surface. What is the life span between them?

I have always use the cement stain on walks and pool deck here. Id say 3 to 4 years .
