Concrete is dusty and scratches easily...

I just had my basement floor dug up and plumbing roughed in. Here's the problem... when they poured the new concrete, it dried to be very dusty and it scrapes away with as little as a swipe of my foot.

Is there a product out there for this issue? I'm assuming some kind of sealer may do the trick, but I figured I'd ask around. Any help is most appreciated.

Depending upon what product you want to use to seal the floor, it may require etching to prepare the surface. The sealer or paint will have its own requirements for preparation. The first step will be to decide whether to paint the floor or to seal it. After you decide which, the next step will depend upon the product selected.
