broken screws in brick wall

Hi,

I recently decided to paint the shutters outside my house. However, while I was tkaing them down, only half of some of the screws came out, they must have rusted in two, leaving the other half wedged into an anchor in the brick wall a good inch from the surface. I'm sure there are some tricks to get these out, as tugging with some pliers just wont do it. Any suggesitons would be much appreciated. thanks.

Spray them with wd40 or similar, then use an "easy out " to get them out, if not just drill new holes and use tapcons
