Replacing concrete bolts

One of my friends made one last jump of the diving board before the old rusted bolts stripped right off, laughed so hard, anyway, now I have three rusted bolts in the patio and was wondering how I can go about replacing the bolts to install my diving board base back.
Do I cut them down flush and re-drill new holes for new bolts and what would I use to secure the new bolts? I would really like not to pour a new concrete slab if possible. Thanks!

After determining what bolts and their grade are suitable for this application, you can cut the old ones off, choose a new location, and drill and set the new bolts. Some bolts seat with a sleeve or anchor mechanism, others set in epoxy. A hammer drill from the rental store will make short work of the holes.
