Does anybody know if northern California has a frost line and if so what is the dept?

Talk to your local building official - he will know what the required depth is.

A frost line is a fictitous thing. In Minnesota where the frost line is 5 to 6 feet, the actual penetration can be nothing to 15 feet, depending on location, adjacent areas, moisture content and snow cover.

Like much of California, I imagine the frost depth (if any) will depend on local condions like elevation. This is true in many areas for things like wind and snow. Redwood City has different temperarue conditions than the Sierras.

The frost line is a code item. Like many code items, you are not wrong following the code, but you may not be right. Like all standards, there are areas where your common sense tells you to do what seems correct (like buildin better or going deeper).
