Water Leaking Under Wall

We Are Trying To Stop Water Coming Under The Exposed Basement Wall. Suggestions Include Cutting Mortar Out 2 Brick High And Putting In Flashing And Then Pour Concrete Patio Over The Flashing. Next Was Putting In Curbs 1 Brick High To Encourage Runoff. We Know Some Of The Problem Was The Door Rotted Out And Allowed Leaking But This Wall Has Leaked Since It Was Built. We Cut Out The Old Patio But Left A 4 Inch Ridge Around The Perimeter (that's As Close As The Saw Would Allow) To Drop The Concrete Level Below Grade Of Basement Floor But Still Leaked but with improvement noted. (yeah, the patio and the basement floor were the same level!) Contractor Says New Door Will Correct Problem. Please Help, Hope Pour Concrete Soon To Cover 4 Inch Ridge.

Do your gutters work with the remaining concrete to direct the water away from the building where the water intrudes? Is the ground sloped away from the building?

We added a downspout on one end of the roof and made sure the other was draining adequate. The concrete slopes away from the house. We cut out the concrete and repoured the level 2 inches below the door to encourage runoff. The ridge left ( where the concrete saw couldn't get close to the house and retaining wall looks awful) and I just want it covered, but not at the risk of causing another leak into wall.
