Concrete Spalding on Chimney

My chimney (concrete block) is flaking and chunking off in pieces. What can I fill in the missing chunks with - and how do I seal it?

more info on spalding chimney

The chimney is made of concrete block - it was never finished on the outside with brick or stucco or anything. I live in wet Seattle, just bought the house recently (built in 74). The exterior of the chimney is flaking and pieces are crumbling off from the block. I'm wondering how to stop the damage? Thanks!

Concrete block is able to withstand exterior conditions without spalling or crumbling, so there are other issues that are causing the problem. Pictures or more information on the design and construction of the chimney, esp. the top?
