cement sidewalk

The cement slab at the bottom of our steps outside seems to be always wet, we didn't notice anything in the warmer months. the ground around it is also wet. and there is moss growing near the sidewalk as well. any idea as to why this is happening?

Probably due to a combination of poor drainage and the type of soil that will hold moisture.

In the summer, temperatures are higher and water will evaporate faster since the air can hold more moisture. Things take forever to dry out in cool temperatures.

Thanks Dick for your respone. I truely appreciate it.

However, my husband is worried that It may be a leak in a underground water or sewage pipe? Is he crazy or could that be an option? He also said that he sweped of the pool of water but it looks like another pool of water is accumulating agian. Also the rest of the yard is dry, but the area around the slab, a large area at that, is damp.
