Why two coats of stucco?

Why two coats of stucco?

Is there are reason NOT to apply only one coat of stucco over a concrete block wall? What is the purpose of the second coat? The wall is for a raised-bed vegetable garden.

As a kid I was told the first coat was a ROUGH brown coat that stuck well, and the second was a finer material that adhered best to the rough coat. I have no idea if such is true today though.

I am wondering if things have changed over the past 50 years myself.

On a 3 coat system, the first coat provides the body, the second coat smooths it, and the final coat provides finish and texture.

Over block, you already have body, so you only need the final 2 coats.
