Brick Front Door Step

The Brick Front Door Step on my house is breaking apart. It is 76" by 48". Made of standard 8' Red brick. Two layers of Brick, with a coat of mortar between the two. The Bottom layer seems fairly secure,although a couple of bricks at the edges are loose. The top layer is breaking up at the mortar joints with Bricks coming away in my hand.
I have never done any Brick work, but have done almost everything else.
Wher should I begin with this project. Should I replace all the Bricks with new or can you remove the mortar and re use the old.
Maybe I should look at a Different design for the step. The Door is only 16" from the ground.

If you replace the brick with new, they may not match. It is a fairly simple job to clean of the old mortar and reset the bricks with new mortar.
