Repairing low wall around patio

I'm a pretty good DIYer, but have no experience with masonry. I've searched this site and haven't seen this covered.
There's a 50 YO 3 cinder block high wall around my patio set on a foundation that goes below the frost line. The corners have pipes that come up and form a canopy over the patio onwhich several types of vines grow.
A break in the wall developed on one corner near the steps, so it's not a corner, but an end. The break does not include foundation, but the blocks, which now rock back & forth. And this also includes the pipe in that corner. Would using the synthetic products listed for other breaks work or do I have to rebuild this altogether?
