Using tie wire
I'm getting ready for a garage slab pour and am about to place the re-bar. My question is how to go about securing the bars to each other. I have the tie wire and the tool, but for the life of me, can't find a fast and efficient way to twist the wire. Where do I start ?

unless you do this on a regular basis, there is no efficient and fast way to do it.
if you demand fast and efficient, try this:battery op wire tie
other than that, fumbling through it is typical for those that do not do it regularly.
