sinking step

i have a sliding patio door that leads to a concrete slab patio and i am planning on tiling or doing stone over the patio. there is a step from the slider to the patio and it has been slowly sinking/falling away from the house over the last 10 yrs. when i cover the patio, i plan on doing the step as well. my question is: can i use some sort of filler to level out the step prior to laying the stone or can i just adjust the amount mortar in order to make the stones level? any help is appreciated.

If it is still sinking, rip it out and make sure you have an adequate base for the new one. Going over it will add more weight and it could sink even more.
