Would like to strengthen existing block wall-Help!
I have a block wall which I would like to give more strength to, I have covered w/metal lath & purchased Sakrete Surface Bonding Cement & Acryl 60 to do the job. How do I apply this mixture to the wall & what ratio do I need to mix this?

You do not use lath with surface bonding cement. Since you have the lath up, take the SBC back and get regular cheapo mortar mix and use with the bonding agent (which the SBC already has in the mix).
Mix it to a sticky consistancy (thicker than pancake batter, thinner than modeling clay), and trowel it on the wall to a thickness of 3/8".

Can I use the Surface bonding cement W/out using Acryl 60?
Would this not be stronger than mortar mix?
Also, If I use Surface bonding cement, how thick can I apply it?
I heard I can go 1/2" and apply multiple times to level wall.

Surface bonding cement is regular mortar with fibers and intergal bonding agents. If you have lath on the wall, you are not "surface bonding", you are stuccoing. Take the expensive SBC back to the store along with the Acryl 60 (bonding agent), get some regular mortar mix and go to town. 3/8 is about as thick as you should go in one layer of anything. You can use what you have if you like, but you are not doing any better than regular mortar.

Update!
This evening I completed the wall using Surface bonding cement w/ Acryl 60. Looks great!
How long does it take to set up?
There is no mention on the instructions.

That is because it depends upon too many environmental and application variables. In 70-100 degree temps, it should set to recoat within a matter of a couple of hours.
