gap between concrete steps and house

gap between concrete steps and house
This is such a fantasitic site. I have learnt so much reading through here!
I have solid concrete step that is slowly pulling away from the house. It is now approximately 1.5 inches away on both sides that it was formally against the house.
What is the best way to fix this? SHould I somehow move it back or fill the gap and with what?

Why is it moving away from the house? Is the bottom step sinking?
If I were just going to fill it, I would use Portland cement mixed with sand, 3 parts sand to 2 parts Portland. Mix water until it looks like sherbet.
