Angry Stucco Problem

I have a house built in 2000 (Stucco) . I have three columns in the back patio. There was a flood in our city and My house is located on a culdasac at the bottom of a hill. So every time it rains, my neighbors from both sides of the house the water pours thru the PVC pipes in the rock wall and flood my Back Yard, the water has damaged the bottom of these Columns covered with Stucco, to the point where there is wire and wood exposed. I would like to repair it, and see if there is a way to ceover the bottom of these columns somehow so that when it rains the stucco doesnt come off.

Build stone/brick column bases up to above the level of flooding, although the best thing to do would be to solve the flooding issue.

In many cities, it is illegal to direct your water run off onto someone elses property. I wouldn't advise making your neighbors mad but maybe the water run off can be fixed at little or no cost to you
