Question resetting limestone steps to front door.

I am confronted with limestone steps leading to our front door, that still look good, are not broken but show empty space underneath. It looks like the cement has disintegrated. One step is actually coming loose, while the other two are wobbly due to empty areas, but are still in place. My question is now whether there is a product I can use to firmly attach these three steps again, instead of having to have all of the steps redone. I was thinking to lift the loose limestone step and reset it again in a bed of cement. For the other two loose ones, I was hoping to use a thinned mix of cement to fill up the empty spaces underneath?

Any thoughts on this would be appreciated.

thx, Gwendolyn

Just filling the empty spaces may not be enough to secure the steps but you can try it. If it doesn't hold, you'll have to do reset all three.
