Paver edging and frost heave

We used the plastic edging recommended by the paver manufacturer. After the first winter, the stakes we used to hold the edging in place had all popped up. (They were 10 and 12 inch galvanized spikes.) We hammered them back in but they keep popping and it gets worse every winter.

Is there a better solution using different edging or is there a spike we should use?

If you pounded the stakes in every other hole in the edging, try putting the stakes in different holes. Did you compact your base enough? Usually they do not pop back up... Try and find thicker spikes???
