In-Ground Basketball Pole Installation

I am installing a in-ground basketball pole. I have dug the hole 42" deep by 12" round.

Per the instructions the pole will sit in a ground sleeve that will be set in concrete 2 feet below the playing surface.

I want to use the type of concrete that is put into the hole dry then the water is added. Should I fill the whole hole with the dry concrete and add water or should I add the water every bag or couple of bages?

One of the masonry pros should be along, but in the meantime my $0.02 worth is that the dry method would be a bad choice for a basketball pole. I've done that before with fence posts and such, but for your purpose I would pour the real thing.
