Cracks in ext foundation siding help

Cracks in ext foundation siding help
Hi all,
I 'm not sure if these should be posted here or in Lumber/Siding" but here goes.
I have horizontal 1/8th to 1/3" wide cracks in some of my concrete (masonite?) exterior foundation. The house is in southern Wisconsin and was built in the early 80's.
I have two questions:
1) What is this material? It has concrete like material seemingly spread over a white mesh/insulation of some sort.
2) How is it best repaired? It seems like I would want to keep moisture out and seal the cracks.

that appears to be stucco. but since you can't make a foundation out of stucco, it has to be adhered to something. preferably something concrete.
can you look into your crawlspace and see the back of the foundation wall?
or is the house over a basement?
